The reality is that unfortunately there is no set answer to this question and securing planning permission on green belt land is very difficult. With any client wishing to pursue development on green belt land, we would advise the commission of expert technical evidence. The expert would assess the proposal put forward and would provide advice as to the likely impact of the development and any potential mitigation techniques.
The reason behind this approach is because the Local Planning Authorities (LPA’s) have their own experts and during the consultation phase of a planning application, these experts will provide their own opinion on the proposed development based on the specific constraint.
A planning officer, in deciding an application, will weigh up the evidence obtained. In the absence of any evidence from the applicant, the planning officer is forced to side with the opinion of the LPA’s expert.
